The purpose of the Federal Water Pollution Control Act (Clean Water Act) is to prevent oil spills into the navigable waters and adjoining shorelines of the United States. The federal oil spill prevention regulations, known as the Spill Prevention, Control, and Countermeasure (SPCC) regulations provide a basic framework for operational procedures, containment requirements, and response needs of facilities that have the potential to release oil into navigable waters.
