The Massachusetts Contingency Plan or MCP, codified as 310 CMR 40.0000, is the set of regulations that govern the reporting, assessment, and clean-up of releases of oil and hazardous materials in Massachusetts. The MCP includes both recent and historical spills, affecting both emergency response actions and the management of hazardous waste sites. The MCP is among the most detailed and comprehensive sets of environmental regulations in the United States.
