EH&E is often asked to perform compliance reviews, or audits, for organizations to identify program deficiencies and to prioritize items for correction. Over time, our auditors have documented a list of commonly encountered deficiencies that has proven to be very useful in helping Safety Officers perform internal program reviews. However, our primary reason for compiling this list has been to better understand the factors that cause these deficiencies. The goal is to provide our clients and our staff with an efficient program formula that allows them to optimize the allocation of a limited staff and budget and to maximize program effectiveness.
By analyzing patterns in this list of deficiencies, EH&E identified three systemic root causes of the vast majority of compliance issues. Our EH&S staff then developed strategies designed to address these root causes within several large research institutions and immediately experienced positive results. This whitepaper describes the three strategies used to improve program performance and summarizes the field results observed.
