These services specifically address the requirements of The Joint Commission’s (JC) Emergency Management (EM) standards. The previously required Emergency Management Plan has now been replaced by an Emergency Operations Plan (EOP). The EOP is a focused document that details your institution’s emergency planning processes and systems; providing a “deeper dive” into the components of your program compared to the traditional Emergency Management Plan. Now over 45 JC Elements of Performance require that the EOP describe and define processes and systems in your emergency planning activities!
EH&E offers several targeted services designed to help hospitals meet these new JC requirements. For more information, call 1-800-825-5343 or email us at contact@eheinc.com .
A comprehensive gap analysis of your current EM Program (or if available the EOP) in comparison to the JC requirements. Using our customized JC Emergency Management tool, we’ll assess compliance with EM Elements of Performance and prepare a report that prioritizes compliance gaps.
The JC EM requirements for an EOP are very focused on documenting emergency planning processes and systems. EH&E will customize your EOP to meet your facility’s needs and ensure JC compliance. This is a highly customized service that is typically targeted at specific areas of your EOP as determined by the gap analysis outlined above.
EH&E’s EM templates are based on current JC EM standards and will expedite development of your EOP. Templates are arranged, and can be purchased, by EM standard and include consulting regarding the EM standard and templates.
Templates include:
- Management of Volunteer Licensed Independent Practitioners (LIPs)
- Management of Volunteers who are not LIPs
- Surge Plan
- Decontamination Plan (biological, radiation, chemical)
- Staff Support and Mental Health

- Alternative Care Sites
- Utility Failure Plans
- 96 Hour Sustainability
- Assets and Resources
- Patient Hygiene

Managing your emergency supply inventories is one of the key management components of an EOP. Many hospitals struggle to detail an accurate and relevant emergency supply inventory – potentially compromising the institution's ability to respond effectively during an emergency.
EH&E consultants will work with your EM team to:
-
Assess your emergency supply inventory as required by the JC EM standards.
-
Develop a customized emergency supply inventory matrix summarizing the JC required resources (PPE, water, fuel, medical and surgical supplies, and medications).
-
Estimate how long these resources might last during an emergency, based on the hospital's purchasing and inventory strategy.
-
Identify potential gaps in your resource supply inventory.
EH&E can model the impacts of various surge and other scenarios on their resource inventory. This model can be used to assist with compliance with EC 02.01.01 - “96-hour Stand Alone” resource planning and capabilities assessment.
The JC requires that EM drills are critiqued and that critique must be documented. An EH&E auditor will:
-
Attend your planned activation of your hospital’s EOP (drills)
-
Assist in management of post drill wrap-up meetings
-
Prepare an “after action” drill critique to be used to manage drill follow-up action and to document JC requirements.
Don’t forget that emergency drills are required for hospital satellite facilities annually. EH&E can fully plan, conduct, and document the emergency drills at satellite facilities to ensure compliance with EM standards.
